The proportion doesn't matter that much, providing the sample is representative and large enough. 27,000 is reasonably large, I've no idea what steps were made to make it representative.
I always find the value for money argument a bit weak when it comes from someone in a well paid London...
Assuming both options offer the same capacity increase, e.g. 3 coaches per hour to 6 coaches per hour or whatever:
Up front costs either option could be cheaper depending on the current bottlenecks - can the lines cope with more frequent trains, and can the platforms cope with longer trains...
Google estimates 19 minutes. If you're leaving from BRI then you hopefully won't have long to wait for a taxi, the place always seems to be crawling with them when I'm there.
I doubt they're checking to see if it would be a popular move to replace 3+2 seating with 2+2 and increase prices by 20%, but pricing is a good way of seeing how valuable something is to someone, particularly if you were asked to rate several things separately.

I think there is actually slightly more leg room, because one of the rows of two seats is replaced with a single seat facing the centre of the carriage.
The main difference seems to be the lack of antimacassars, which are meant to be there (as you can see from the first photo) but seem to go missing with these seats.
Hopefully they've got someone trying to solve that, or design some other way of marking the first class seats.
One way to ensure you appologise to everyone without repeating the message is to make it part of the station announcement, which does seem to happen near me (Brighton). Announcements on the train only need to happen as the delay is changing (increasing or decreasing).
I've also seen this, basically what's happening is delivery.myswitchads.com is being extremely slow to load when the page tries to get sat.js from it, and because of the way that file is being requested the page can't do anything until it is received (or your browser gives up).

I don't see why the trains being 3-coach would need to be a problem, if anything it gives a little extra flexibility, and by the time you get to 6-coaches it makes no difference anyway.

What about when the tunnel itself is shut? Or can all work be done overnight?
And there are places where the existing tunnels only just fit, the bbc documentary had an episode about one that it called threading the eye of a needle.
How much bigger would they have needed to be for double deck? Because the tunnels are circular, increasing the height by 40% would roughly...
