No doubt, bidders will be able to put forward their alternative proposals, but you can bet your bottom dollar that if DfT put in an order for IEP, then the winning bid will include it; no point in signing a deal with Hitachi if bidders decide not to use IEP.

'Today the Government said it hopes to reach "financial close" on the contract within weeks.
And speaking on board a Hitachi-built Shinkansen bullet...
That just about hits the nail on the head.
Mind you, as an enthusiast, MUs are no substitute for:

That sounds highly logical and reasonable - new signalling would no doubt be expensive and presumably the track is still largely the pre April 1967 'up-line' which means it and the track bed would likely need extensive replacement/ renewal. I wonder whether Tim Shoveller, the new MD at SW...
According to Barry Doe, an additional hourly Axminster - Exeter service needs another 3 mile passing loop from Whimple to the new station at Cranbrook. The proposal was accepted by Devon County Council, agreed by Network Rail and South West Trains ran the timetable through their computers and...
Even if a compulsory purchase order was possible, you would probably have to relocate the entire industrial estate - given its not inconsiderable size, this would be expensive.
In terms of timetabling, worth looking at Barry Doe's article from 2004 commissioned by Devon County Council on...
I'd like to see this happening, but it's a 'nice to have' rather than an essential upgrade, given the alternative routes available to London via Westbury and Bristol. A more realistic and achievable lobbying position would be for (a) extra track around Tisbury (if not at the station itself) to...
Whatever happens elsewhere, there's no chance of Seaton Junction reopening on this line!
And how it was according to Frederick Lea in the early 1960s - Seaton Branch train to the right, Express Dairy siding on the left!
Probably more the fault of British Rail in the 60s than that of politicians.
The current layout at Tisbury appears to have enough space for a second track, but not a second platform.
The solution would appear to be either:
1) Extended double tracking on each side of the station...
Apologies for restarting this thread late in the day, but an interesting topic and bit of time on my hands after Xmas, so here goes!
Essentially what you're proposing with your 2 hour 35 minute timings is a reintroduction of the pre-September 1964 Southern Region express service - fine for...
Good news but always inevitable. This of course will give East-West Rail a push in the right direction. The single track line from Aylesbury to Calvert will need a fair bit of work to get it up to the proposed 90mph line speed though!
And in the 1965 Western Region timetable, Paddington to Birmingham Snow Hill, Wolverhampton Low Level, Shrewsbury and Birkenhead services:

An article in today's Sunday Times suggests that Maria Eagle, the Shadow Transport Secretary, will announce a new preferred route for High Speed Two tomorrow, with a station near Heathrow and a route paralleling the M40 and Chiltern Lines with a Chiltern tunnel bypassing High Wycombe.
