To be competitive, this would need Salisbury - Exeter redoubling throughout, line speed increases where possible to 100mph and extra capacity at Waterloo to handle extra trains.

The only record of sustained steam running above 100mph in the UK I have seen was the press preview run of the 'Silver Jubilee' in September 1935 hauled by A4 Silver Link - 100mph average over 43 miles with a 112 mph maximum.

The point is that there is an alternative route to London which people might consider using if the Paddington services are overcrowded - particularly if they are living in Southern England. The Waterloo route provides links to Yeovil and Salisbury and provides good connections at Basingtoke, Woking and Clapham Junction for destinations south of the Thames.

There is - it runs hourly to Waterloo from Exeter St Davids - first train 9.26am, last through train 7.26pm. Fares are much more competitive than the Paddington route.
