Probably just bad luck: this morning a shunting train broke down in the middle of the points giving access to Bokkeduinen yard in Amersfoort, blocking traffic towards Utrecht and the yard itself. So likely the Plan V was stuck on the yard.

In addition to my previous post: this route already existed prior to the existance of Schengen as since the 1953 floods Zeeuws-Vlaanderen became isolated from the Netherlands.
