TFW do have a penalty fares scheme, but looking at the map I would guess they don't have an agrement with GWR on reciprocal penalty fares collection.
Assuming you are reffering to the tlf contract (which is about to transfer from cubic to indra) I doubt you will see a mass replacement for a few reasons.
