I have asked Transport Focus who they have been dealing with at Southeastern, something which I have made quite clear in my previous posts. Transport Focus have thus far declined to reply to me.
Why should I take this particular piece of "advice" (when I actually do not see it as "advice")...
I have actually sent the £3.20 to IPFAS, because I do not know who to send the money to at Souheastern, as it is Transport Focus, not myself, who has been in contact with them.
IPFAS have not contacted me since, but RPSS have sent their letter threatening prosecution and £1000 fine/3 months...
To those people who may still think that I have been holding things up in any way, I would like to say that I want to get this whole thing sorted out ASAP.
I sent the following email to Transport Focus on 9/4/2016 and have not had a reply yet.
"Hi Chloe,
If you could please forward me the...
No, the cheque has not been cashed yet, and IPFAS have not contacted me since.
I would have expected a reply from Jason Saunders of IPFAS by now.

Although I have not had any dealings with Southeastern, the email to me from Transport Focus...
No, I wasn't having a go at you - I totally agree with you.
I have not been in contact with with SE yet, only the Transport Focus have.
This whole thing is getting me very frustrated and angry, because I am not a fare evader, and yet this whole sordid episode has highlighted, how the RPSS do...
I paid IPFAS the £3.20 plus a covering letter explaining why, plus the emails from Transport Focus last week, and have not had a reply from them yet.
Am I cynical about their lack of response plus the letter from RPSS - yes I am.
I think that this has everything to do with "pride" on their...
A quick update.
I have received a letter from RPSS advising me that they have passed my details to their "clients" with a reccomendation for a SUMMONS FOR CRIMINAL PROCEEDINGS, against me under section 5.3a of the regulations of railways act 1889 (nice to see that is well up to date).
I am then...
I think that the letter (plus copy of Transport Focus email) and fare payment should be with IPFAS by now, so I await their response, not that I am expecting it to be very different to the previous responses - it is a bit like having an argument with a pigeon.
I think that Transport Focus are trying to act in my best interests, but I do not personally know them, and as I have not had any direct correspondence with Southeastern, and as they (I believe) control the RPSS and IPFAS, then it is Southeastern who I do not fully trust in this matter.
If...
Southeastern have apparently offered this option through a third party who I do not personally know.
Trusting this is a bit like believing "letters from Nigeria".
If Southeastern wish to correspond with me personally then I may wish to agree, then again I may wish to decline.
The fare is £3.20 without any deductions being made on my part, it is the full fare for that single journey, and is what I offered to pay at the time.
At no point have IPFAS or RPSS asked me to pay this fare, it is Southeastern who wish me to pay the £3.20 plus the penalty fare and admin...
Indeed, and I have received this reply from Transport Focus. It transpires that I have to send the payment to IPFAS and not Southeastern, so at least that is a lot clearer now.
"Southeastern have asked that you make your payment directly to IPFAS via their website (www.penaltyfares.co.uk), by...
Hallelujah!:D
Thanks RS101, you have summed up what I have been thinking since the emails to Transport Focus. There must be hundreds of people (maybe thousands?) working for Southeastern, and I don't have a clue who Transport Focus have been dealing with.

Whilst I basically agree with this, I would say that as the penalty fare has been levied unjustly (by the terma and conditions of the TOC), and I have been forced to use my own time, and money on postage, then that money should be owed to me.
It is after all, wholely the fault of TOC, RPSS and...
Unfortunately, as I have said before, I have had no correspondence from Southeastern at all, just an email from Chloe Barnes at Transport Focus, where she has said this:
"For further reference, IPFAS had declined your appeal on the basis that your connection at Strood would have permitted you...
There are a lot of points from the various posts to take in here, and I am grateful to everyone who has posted.
I am willing to pay the £3.20, but who do I pay it to - Southeastern or the RPSS?
Why have you quoted your own post then rather than others?
What is the "hard way or easy way", when I am not guilty of anything?
Some people such as myself prefer to challenge other people or authorities when they try to intimidate others - is that so difficult to understand?
To Cuccir and Furlong, I have received absolutely no correspondence from Southeastern on this matter, I have sent letters to RPSS and IPFAS, and emails to Transport Focus.
This is absolutely doing my head in now, because I have done nothing wrong.

Thanks for your replies folks.
Having thought it over, I will make a cheque out to Southeastern for £3.20, detailing why that is the amount I am paying.
The problem as I see it, is that I have no idea who to send it to at Southeastern, and worry that the letters from RPSS and PFAS will keep on...
