Their agreed fleet plan written in to the franchise agreement contains 5 x 8 car HST sets, so yes, they are required to have them otherwise they'd be in breach of their franchise agreement unless they negotiated an amendment to it.
A lot of the assumption in the Northern Connect appears to be based on that it doesn't mention Hartlepool or Sunderland. But neither does it mention Durham. If Northern were to go via the ECML surely a Northern service wouldn't pass through Durham withput stopping and in a new franchise award...

At the time the report was done, it was 3 VTEC plus Alliance's Edinburgh OA proposal. VTEC's franchise agreement is for 2 Edinburgh and 1 Newcastle per hour. Since the report there is also First Group's OA proposal as well.

The difference with turning Lincoln ECS moves into passenger service is it is not part of their franchised passenger route so it would effectively be run as an open access operator service. I expect Northern would have something to say about that.
Correct. A second service is introduced in 2020. Both services are subject to ORR approval (the service starting today is only approved until the end of the current track access agreement next year)
