Remember that the train only pays for half the infrastructure, and that road vehicles contribute excise duty. One advantage of the train that is easily forgotten is that your chances of survival are orders of magnitude better than on a coach. How much do you value your life?

No, they're contractually obliged to offer a certain level of service, and the counterparty is the Government - which acts on behalf of the public. They wouldn't be allowed to reserve an entire public train for the Queen, so why should part of a train be allowed?

Why not look at the distribution of delay, rather than focusing on a single statistic like "proportion of services x minutes late"?
