I have had an incident with GwR revenue working at a tfl operated station not recognising that bus drivers and controllers are allowed to walk on a platform to use the toilets and lying about staff members getting off trains.
I was tempted to file a grievance as I lost my lunch break because...

fatigue effects your judgment process not only your abioity to percieve things which can create risk

The do display an identity card often at a distance.,but will seldom.mention survey and the id card often has the operators logo on them creating the assumption they are ticket inspectors.
Vehicle excise duty and fuel duty is not a tax to use the road network though,anymore than council tax is a tax to use the bus network . Indeed you can have a vehicle that is exempt from.both and still use the road network

There are sometimes people doing ticketless travel surveys they often get quite close to impersonating ticket inspectors although not for the purposes of obtaining money.

The stations are underground so would be required to be staffed. It is also not clear from the press release if this is station staff or drivers from the Heathrow express business unit within GwR (who AFAIK are under different terms and conditions to GwR staff)
