Without stating the obvious that most TOCs needed to do more tomorrow, after all this stage of the roadmap to freedom and the new normal was announced 7 weeks ago and rumoured even before then, what actual changes do take place tomorrow?

I believe the French have zones A, B and C whereby they all have the same amount of holidays per year, but at different times to avoid too much congestion on the roads. Could such a system work here? Has Gavin not thought about this one?
