Hmm. I wonder where that came from then, I've heard it from a few sources. Perhaps it's that a local crossing attendant can authorise it but not a remote signaller? (Clutching at straws)

One thing I picked up was that the signaller was unable to authorise road vehicles to pass the wigwags. I was under the impression that the only person who was able to authorise that WAS a signaller.
