The idea of PAYG is quite deliberately that this won’t work. AGV to CDF (and CPW to CDF) always had more much nor expensive fares than other Cardiff region stations of similar distance. WG & TfW have long acknowledged that this is unfair.

I think that depends on your baseline? The original (pre-covid) numbers are of course of no use anymore. Since then TfW has repeatedly replanned, and of course had cash injections by the Welsh Government.
The TfW PAYG zones are really bonkers. Zone 1 extends all the way to Newport, while up near the Heads of the Valleys they come in thick and fast. If you draw them geographically on a map you’ll see.
And the zones for the normal fares are also bonkers. But literally the other way round: 3 zones...

The proposed train service is 2tph Cardiff-Bristol and 2tph Cardiff-Cheltenham.
The 2tph Cardiff-Bristol is additional to the current trains, and will allow those to be speeded up - probably Newport only, though there may be a case for some to stop at STJ as there’s a fair amount of travel...

I don’t think it is possible to link railcard discounts to a bank card. I mean, how would that work? Anyone could use that bank card. With Oystercards it is much easier as, e.g., the 11-15 Oystercard is a photo card.
