The City Centre was anchored by a Debenhams store. It was actually a new one, and a profitable one, but when the chain went, so went the Newport store. Re franchising, note that Welsh Government is also proposing that councils can run their own bus services - which I guess in Newport's case...- Christian Schm

Nice report @TheGrandWazoo, thanks. Newport and Merthyr bus stations were both initiated when Sewta still existed, but then delivered by the councils when Sewta was disbanded. FWIW The Monmouthshire County Council tender document specified first & last buses, frequency, and school services.
