I just got it again. Absolutely no need for either of them. I'm not sure it was intentional, but they've pretty much got one more shot in my book before I switch it off.

I received the alert on my old iphone that has no SIM and I'm a bit curious about how that works. It is connected to WiFi so I don't see another way.I had one alert on data/4G. I know from the test some years ago that it won't/can't work on WIFI.
