I am not certain. It seems the locomotive had technical issues. Apparantly, due to the delay, the train remained in Dresden because by then the line was blocked by a work posession.

Passengers on the Prague–Brussels train have no reason to complain about not getting enough sleep: the train that left Prague on August 16 didn’t depart from Dresden until 8:34 this morning, instead of 8:33 p.m. last night. The train wil terminate in Amsterdam.

The overhead wire only goes about 300 m towards Erlaufsee, I have no idea why they never electrified it. The new section between the station and the triangle uses the trackbed of the the former line to Gusswerk (7 km, closed in 1988). the poles you saw are a remnant of this line.

In september, a weekend service between Prague and Turnov consisted of a class 854 with a "normal" coach.
