Absolutely. Even if the person's overalls hadn't been unzipped, setting fire to petrol spilt down someone's front would be a seriously bad idea - it's always going to get the face, if nothing else.
I was genuinely astonished to read this report. "Industry-accepted horseplay" sounds alarming to say the least.

I've been refused boarding at Euston before now when I had a split at Milton Keynes. In that case, I actually genuinely didn't know that it was a restricted stop as it wasn't shown in the app I was using. But I agree entirely that it's underhanded and I can't see any reason for it other than...
I'm currently sat on a train stuck at Bicester North because of a signalling failure between Banbury and Leamington. Anyone know anything more about what's happening? From the on train announcements it sounds like a severe problem.
I also think most people think train companies control the price of train fares while they know it's the government that controls fuel duty so the government doesn't get (so much of) the blame when rail fares rise.
On food, tbh, there are very few train journeys in the UK where I would rely on being able to get food on board. If I know I'll need a meal during the journey, I get something to bring with me before boarding (or when changing trains).
Hadn't travelled 1st on CrossCountry for ages until the other day. Not sign of any food at all, mixer size lemonade and a small sparkling water. Feels very stingy!
There's a pathway down through the garden at the London end of platform 2 - I've seen people using it during the day (I assume evading fares). If I were stranded and there were no staff around, I think that would be my first port of call.
