I think it's a desire to ensure that the authorities are never accused of being taken off guard by the weather. However, too much caution leads to people ignoring the warnings - therefore when people actually do need to heed serious warnings many don't as there has been too much crying wolf!

I think also sometimes the railcard and off peak restrictions can make the service just after the restrictions end very busy!
