I would assume the vehicle had been marked out of service and the old promo remains in situ until replaced with another.

I was on a night time visit at a bus depot to watch two teams await the arrival of their target vehicles and set upon them as they ended their day’s run, and it took about 30 minutes unless a complex installation. Sometimes the bus was washed before, sometimes after (!) but like billboards, the paste pot and brush is long gone, it’s printed on self-adhesive vinyl then peeled and affixed. Rebates are given if a vehicle is taken out of service for any period longer than normal.
