I was recently surprised to learn that in the Netherlands, cycle insurance pays out even if the bike is not locked to a fixed object. That is just as well as most bikes are only locked using their rear wheel lock, but clearly that increases the risk of theft

Depends on the T&C of the insurance. I bought one recently on Austria which also does not require to lock the bike to a fixed object. In truth, it makes very little difference if - and if they are organized, they most certainly will - the thiefs have a good lock-cutter with them. A friend of mine once saw it in Vienna - a van arrived, two people cut the locks of the bikes fixed to a bike-stand and then loaded the bikes into the van. Took a couple of minutes. You might be in luck if your bike is the one with the much better lock than the others and they leave it standing.

Security is always a game of one upmanship. No security is absolute, but if next door is less secure than your house and they have a bigger telly, your house will probably be OK.

Given that official bike parking in the Netherlands can constitute just a box painted on the ground, or the fixed stands might be completely full, this is probably a sensible term to have.
