Bicycle insurance outside UK

I was recently surprised to learn that in the Netherlands, cycle insurance pays out even if the bike is not locked to a fixed object. That is just as well as most bikes are only locked using their rear wheel lock, but clearly that increases the risk of theft

Is that the same in other countries?
