That’s an idea I haven't seen mentioned on here before, and it could actually be an interesting one.Perhaps they could run it as a public transport connection !
Alternatively, if the line were reopened, maybe the tram could be repatriated to Eastbourne.
I'd guess that the variable operating costs of the Seaton tramway are pretty low, so it wouldn't be ridiculous to run commuter timed and winter services. With it being a light, narrow gauge line, it would presumably also be relatively cheap to extend it to Seaton Junction.
That could be a good way to get a value for money rail connection to Seaton, whilst still keeping the tourist attraction element.
It doesn't solve the issue that Seaton is about the dullest coastal town in Devon, but you can't have everything!
