The Rail Action Plan sets out a strategic framework for strengthening the role of rail within the local transport network. This plan provides a practical framework for delivering improvements in the next five years, reflecting the priorities of the Local Transport Plan, with a particular focus on improving connectivity, accessibility, environmental sustainability, and economic growth.

Re-opening of former railways – The Council recognises the opportunity that re-opening former railways could provide to facilitate future growth for the district. There are three railway lines which could be re-opened; Northampton to Bedford, Northampton to Wellingborough, and Northampton to Market Harborough. Northampton to Bedford This is the former railway line from Northampton railway station, via Brackmills, toward Bedford. The Council owns most of the former track-bed from the former level crossing in Far Cotton to the county boundary. The Council sees the value of this former route as an active travel route connecting the town centre with Northampton University, Brackmills Industrial Estate, and beyond. The future use of this route has been assessed in a feasibility study as part of the draft Northampton Transport Strategy, with the output from that assessment showing that an active travel corridor is the most feasible option for this route. Northampton to Wellingborough This is the former railway line from Northampton railway station towards Wellingborough, following the River Nene. Little of the line remains intact after the junction with the Northampton to Bedford line near Brackmills Industrial Estate. The Council sees the route between Northampton and Wellingborough being a road-based public transport corridor, as presented in the Local Transport Plan, where the route is prioritised for a bus service improvement scheme. Northampton to Market Harborough This is the former railway line from Northampton to Market Harborough following the current Brampton Valley Way. The Council owns most of the former track-bed and it provides a well used active travel and nature corridor for the Council. The Council recognises the opportunity that a railway line between Northampton and Market Harborough could provide to facilitate future growth for the district. The Council would therefore propose that, following adoption of the current draft Local Plan, and in partnership with the rail industry, that consideration is given to undertaking a study of the route’s future use as a rail corridor.
