When in this charming bus, this charming man...

It might work as a slogan
services which could operate to fill in gaps in the franchised network,
This seems an odd inclusion; you would think if the network was as "networky" as is being touted there wouldn't be any gaps to fill in, let alone on a commercial basis. And that if a gap was identified the Weaver Network themselves would fill it with a franchised route.

I suspect that they have to open up the possibility of commercial services filling in gaps for legal reasons, even if in practical terms there are unlikely to be any gaps that would be viable to fill in. It may also offer some protection against a future administration running down the franchised network and leaving residents with a substandard bus service.

There's also the question of services around the periphery. If you are allowing cross-border to services to run within West Yorkshire on a permit basis, is that substantially different from allowing services that are entirely within West Yorkshire? There are plenty of places around the edge where the main (or in some cases only) services are cross-border routes that won't be included in Weaver, and where WYCA is consciously leaving gaps in "their" network on the understanding that they are likely to be satisfied by cross-border routes running on a service permit.

The same applies in Greater Manchester, for example the 464 service from Rochdale to Accrington operated by Transdev Blackburn Bus Company in a blue livery, which for part of its route within Greater Manchester is the only service, but Bee Network conditions apply.

Yes, but 464 is operated from a depot in Lancashire and it's one of more than 30 routes operating from depots outside Greater Manchester which are not part of the Bee Network, although Bee Network conditions apply within the GM boundary. Conversely, 12 Bee Network routes operate across the boundary - one into Cheshire, one to Warrington, one into West Yorkshire, four into Derbyshire and five into Lancashire.

Leaves many queries on cross border routes. For exampple will whoever gains the franchise including Keighley, which may not be Transdev, want to run the Ilkley to Skipton service? Will there be a prohibition on using Weaver Network buses on cross border services?

Won’t that depend on who North Yorkshire awards the contract to?

Hadn't realised it was tendered
Neither did I but still the point remains.

If it isn't in the Weaver basket, then whilst it may be permitted to operate across the border, if you're not permitted to use Weaver depots (like Keighley) to operate routes, you may struggling to find operators to do that work commercially or even if it is tendered. The law of unintended consequences.

Ilkley to Skipton is tendered – but Keighley to Skipton isn't, and that is also run from the Keighley depot, so it's very much up in the air whether whoever wins the Keighley franchise will want to, or will be allowed to, operate it from Keighley on a permit. But with no other operator having a depot nearby, there isn't an obvious plan B, so fingers crossed that it will continue the same as now!

Agree here. Manchester’s Bee network is wholly based on the city of Manchester bee. I don’t see the people of Oldham, Rochdale or Stockport dismiss the branding as Rubbish just because it didn’t include a Wigan pie or a picture of Morrissey because he’s a famous Salfordian!
Stretfordian I think you meant, although your point still stands.

Irrespective of views on the name & livery, I was less than impressed by this logo seen today.
My first thought was the 'W' looks to be protruding from water, which might not be seen as tactful in some flood-prone parts of the county.

Whether the 590/91/92 gets franchised or not, those routes still need to be operated by someone. They're really important routes that links Halifax to Rochdale and Burnley.
It is hard to square that sentiment with the way First are operating them currently, sadly. Luckily the train covers much f the same ground, at least if travelling town-centre to town-centre. Most locals are hoping for a definite improvement on the current service, hopefully the complexities of the franchising framework will not stand in the way.

There's also the 66 Keighley to Skipton which is run from the Keighley depot. I believe that its partially funded by West Yorkshire Combined Authority so is also potentially up in the air.

Do you think?

I'm arguably in the anti camp (though I feel just typically sceptical) but it's a fait accompli so it's academic. My point is that if you accept part of the justification of the approach is a strong consistent and cohesive image that lends itself to growing public transport, you should have something marketable and strong.

For instance, Liverpool is happening. They are building on an existing image - a strong image that doesn't require a wholesale tearing up of the existing world, and that helps the speed at rolling it out.

Instead, West Yorkshire is going down an alternative route, and I think it's a bit underwhelming (subjective) and they could build on what they have.
That would be great, if only they weren't (mis-)using the word Metro for buses. "Merseybus" was right there!

I had a proper look at the Weaver Network signage at Mirfield today, and the logo that's been chosen is frankly rubbish. It looks like they copied Wakefield Council's old logo (still visible all over the district, because of course it is) but changed it up a bit so the teacher wouldn't know it was copied.

Don’t forget there are different types of contract. There will be a large contract using the main Transdev depot taken into WYCA ownership which will only be able to operate Weaver Network services. There will also be smaller services and schools for which the operator needs to provide their own depot so there should be plenty of scope to operate permit routes from these.

Theoretically for the 66 as Transdev run into both Skipton and Keighley from Burnley depot the 66 could be run by interworking with Mainline.

I don’t see much risk on the 590-592 as Todmorden depot can carry on providing these as they do today - perhaps as an outstation of Rochdale for engineering support as Halifax will be a ‘big’ depot WYCA owned.

Todmorden is only an outstation. It still relies on a main depot to function, and under franchising there is no guarantee the current main depot arrangement remains in place, in fact, the whole point of franchising is to bring back competition. It could change hands every seven years.

It used to be a proper depot, but was downgraded as it was not sustainable. It cannot realistically continue as a commercial bus service.

Yes I know - that’s why I suggested Rochdale is a logical ‘parent’ depot for it.

Metro's list of bus routes lists the 66 as not being subsidised.

And of course the 64 interworks with the 62. It's a tricky route to run within an hour and still allow recovery time.

What happens if First lose the Rochdale depot when it is retendered?
First probably won't lose the Rochdale depot since First won the contract to operate in Rochdale for the Bee Network a couple of years ago. So it would not affect West Yorkshire or Weaver Network since none of the routes operated from Rochdale go into West Yorkshire at all.

But what if it used for the 590/592 as a parent depot as mentioned earlier?

I stand corrected then, I was just going off the registration of the 66.

The other problem routes wholly outside of West Yorkshire but operated from a depot within West Yorkshire. A prime example being the 72 from Skipton to Grassington (wholly within North Yorkshire) but is operated from Transdev's Keighley depot in West Yorkshire. The 72 is a tendered route by North Yorkshire Council but there aren't any other depots nearby to Skipton or Grassington.

That could easily transfer to Burnley as it could run off an extra Mainline diagram each way, or even just run out of service to/from Skipton.

Bee Network contracts are for five years I believe so therefore First could lose the depot.

Depending if Transdev wins the tender whenever it comes up for renewal.
I'm not sure who else would have a chance.

The Sunday service, which has been tendered for as long as I can remember, has only swapped between Transdev's companies for at least the last 20 years.

Do Bee contracts allow non-Bee services to be run from their depots?

Only the smaller depots/franchises can.
I also think the smaller franchises are reviewed every 3 years IIRC.

Transdev winning the 75 (Skipton to Malham & Settle) shows this as well. The only other operator I can think of would be North Yorkshire Council as a last resort.

Given how other operators are happy to run empty Tockwith to Otley and Leeming Bar to Wetherby as two examples, that could be could be workd by Burnley. Alternatively along with 64, 66 and 72 there would be a case for Transdev setting up a Skipton depot.
Presumably the A2 will get chopped at LBA as previously with the Harrogate section worked separately

All of this shows that the way the combined authorities are doing franchising may have unintended consequences.

In London the operators always keep the same depots, they just win or lose work. Here you can have operators lose their entire business every 5-7 years (or wherever it is) or maybe lose what they have and gain a completely different area. Transdev could be running Keighley now, Castleford in a few years, and then in a decade be running Bramley.

This will be First have purchased these coach operators, as any commercial work like Amazon shuttles or Leeds United shuttles can just transfer to J&B Travel or Tetleys Coaches.

As well as the Calder Valley services, and now the Skipton services, the future of Arriva Selby is also at risk. How will that work if Arriva either lose all their work, or lose their current work and gain work at the other side of the county.

First Rochdale run a number of non-Bee contracts don't they? Amazon work at Manchester Airport I'm sure being one.

A Skipton outstation from Burnley could be more worthwhile than a full depot.
The 7 is another route that might be cut in half, most likely in Wetherby.
