The tender is a procedural thing - as it says ‘WYCA is considering procuring up to 450 second-hand buses on behalf of franchise operators and would like expressions of interest from parties.’
So in reality, those 450 will come from existing operators and be procured by WYCA for the franchising. But for public contracts like this, you need to at least give opportunity to all!
If First were to lose work, the Streetdecks would be ideal for more repowers too, as well as normal cascades.Maybe. But of course existing operators are under no obligation to sell their buses, and may choose if they don’t win contracts to cascade fleet elsewhere……especially newer vehicles. So this plan is also needed as a back-up.

The pessimist in me expects a horrible gimmicky name that hasn't been thought through. Something that hangs on the coat-tails of Greater Manchester's "Bee Network" without having the same kudos. White Rose Network anyone? Or something contrived that wouldn't look out of place in an Enterprise Allowance Scheme workshop, like "We're Your Network". The word "network" seems to be a the "go-to" answer at the moment.
I'm glad to see the end of the anonymous "M" branding though. Fingers crossed that the old "WY Rose" logo is revived, though perhaps with a bit of an update.

To be honest I don't think the branding has ever been particularly consistent when it comes to capitalisation. The 141s from new in their Verona green & buttermilk livery had "Metrotrain" branding (just the initial M in upper-case) but when the red livery and "M" came in the branding was all capitalised (and with an added hyphen "METRO-TRAIN" which looked out of place to me)- as displayed on the Keighley & Worth Valley's preserved 144.Although quite nice that they have recently started using it as Metro. not METRO like the old WY rose logo had it.
