You have both been diverted by my misdirection. When writing a cryptic clue "you need not mean what you say, but you must say what you mean". There must be a way of reading the clue that indicates what you need to do to find the answer. On the other hand if you go off at a tangent by thinking the clue means something else, that is legitimate misdirection.
Amd now a hint of sorts. If this were a crossword clue, it would need to have a definition of the answer which we already know is a railway station. So using 'stop' to mean station, the clue might appear as Stop lake bird flying around (8).
Needless to say, the answer is not one of those suggested so far. It doesn't include cob or pen either.
