National Rail Conditions of Travel - Condition 16 normally allows the passenger to start, break, or resume a journey at intermediate stations on a valid route, unless the ticket type explicitly forbids it (for example, with Advance Tickets). For Anytime, Off-Peak, and the majority of flexible tickets, a break of journey is permitted.
In terms of how these Conditions of Travel interact on the Elizabeth line, Tickets issued for Elizabeth line travel are subject to National Rail’s Conditions of Travel, unless otherwise stated.
TfL’s Condition 5.1.2 mentions the “otherwise stated” clause: this overrides the default
National Rail Conditions of Travel allowance for a break of journey within the core section (Paddington ↔ Abbey Wood).
Therefore, if your ticket is a TfL-issued single/return for Paddington ↔ Abbey Wood travel, you cannot legally break your journey under TfL rules.
If someone holds a National Rail ticket covering a longer journey (for example from Reading → Abbey Wood) and happens to pass through the core of the Elizabeth line network, National Rail Conditions of Travel rules generally apply, and a break of journey is allowed unless the ticket type forbids it. Enforcement in practice can be inconsistent, but the TfL policy is clear for TfL-issued tickets.
Hence to summarise:
- When using TfL tickets in the core section of Paddington ↔ Abbey Wood: No break of journey is allowed, as stated in TfL Conditions of Carriage - Condition, 5.1.2.
- National Rail tickets for the wider network: A break of journey is allowed unless the ticket type forbids it (please refer to National Rail Conditions of Travel, Condition 16).
- Pay As You Go: No break of journey permitted in the core section.
