Then they did the design of the line up to Perth, when they stopped, and moved to the whole ECML, up as far as Aberdeen. The whole design for the whole line to Aberdeen is done, which is why there are sporadic bridge closures or rebuilding a between Dundee and Aberdeen, as the bridge rebuilding team moves from one bridge to the next around the country.

The reason they stopped at Perth, is that this was before COVID, and there was an expectation that Perth station would be remodeled at some point in CP7. Design work couldn't start, and indeed electrification cannot begin, until Perth is razed and rebuilt. The signalling, the layout, and the station are woefully inadequate, and the design team just moved on to somewhere else. Obviously COVID happened, and now there's less money and things are more expensive, so they haven't rebuilt Perth, so the design team haven't come back to finish the job.

mods note - split from this thread.

Not wanting to derail the thread, but what were/are the plans for redeveloping Perth station?

This was my boyhood station, and electrification to Perth has always been something I've wanted to see.

I can't figure out how the station could be razed and redeveloped due to the listed status, and general NIMBYism which is so prevalent in the Fair City.

redevelopment of track layout and full resignalling, will be complex and has been delayed a few times, partly why the electrification stopped at dunblane as well, as the E2G project included resignalling from dunblane to stirling.

I think the best description of the plan is from the 2017 Scotland Route Study, as seen in this post.

Basically the nexus of the station needs to move southwards, and the track needs ripped out and relayed. The signalling and current track layout are inefficient, old and slow, and needs changed before electrification for signalling immunisation and optimisation.

The current layout suffers from the depot being inside the station footprint, which constrains space and utilisation. There are too many platforms over too wide an area, making interchange poor. The track is falling to pieces, and the layout needs rationalised and sped up. The station buildings are falling to pieces, and the overall roof is absolutely filthy.

Remodelling would consolidate the platforms into two through platforms for both the Dundee and Inverness lines, two south facing bays, and one long bi-di loop for looping freights to and from the HML, and moves the depot south out of the station footprint. This gives you a much easier interchange, an opportunity to demolish or redevelop the old carriage shed and do something with the space created filling in some of the bays.

I noticed this morning that part of the old marshalling yard to the north of the station has been cleared of vegetation, old track panels and rails lifted, and possibly a stack of new concrete sleepers. Does anyone know if this work is rail-related?

I gather this is related to the A9 dualling and related works that will be needed at Dunkeld station - this moving sidings to Perth. This was mentioned in A9 drop in sessions by Transport Scotland.

Slightly off topic, but as the A9 upgrade was mentioned here, do we think that the Highland Main line north of Dunkeld will need to be realigned when the road from Tay crossing id dialled? I was driving up here today en route to Pitlochry and thought it looked a bit tight in places for an extra lane.

There are no plans at all to realign the A9 on any of the A9 projects. Some work will be done to pedestrian accesses and the car park to Dunkeld and Birnham station but that's all.
