Could only see them in platform 3 + 4. They don't appear to be attached to the axle counter

I don’t know, but it looks a bit like a domestic CCTV camera, encased in a tougher shell. Strange all round though - it looks like it has been slung in and just left.

Is the part in the first photo a solar panel, powering whatever the thing in the second photo is?

That appears to be a camera. Expect it to be suitably High Def.

For some defects they can be used to monitor deterioration or to reduce the need to undertake a block after the passage of every train. Reduces the boots on ballast.

It's monitoring wheel position in relation to the axle counter. Many delays are occurring when trains roll back even tiny amounts, as it knocks the axle counters out of sync and leaves the section showing occupied, it's quite a process to fix it.

Here's the set up at Manchester Victoria. Lots and lots of Axle counter issues.

There are quite a lot of remote cameras across the rail network. Temporary ones used to monitor issues to save having a human having to take long winded line blocks to make inspections between trains. Also some permanent ones on problematic junctions/point work and like this here on axle counters.
