I cannot speak generally. I don't think anyone can.
What I can tell you is that specifically for me, on this forum, having read threads in disputes and prosecutions, I have twice intervened in the passengers favour directly with the people who I have contact with who work in the debt recovery and prosecutions department.
So it's not all bad.
It should be noted that these were both cases where the railway was not at fault but then neither was the passenger, however the passenger was in panic mode and unable to rationalise clearly to resolve the issue. Think cases such as leaving railcard at home and instead of presenting later, when asked, instead going into a blind panic.
I am quite sure that I'm not alone in my intervention in cases such as these.
