The operating base stuff is sensible. Creating a tour rake in Scotland is sensible and using a professional, experienced & skilled heritage partner to do that is eminently sensible. Developing a bigger/better market in Scotland for high quality, premium scenic excursions is a no brainer!
There is also, clearly, a pool of highly skilled staff at the LSL depot in Crewe who turn out high quality work and are clearly not only keeping "heritage" skills alive but developing them. They also deliver high quality experiences for passengers. They are clearly a professional, sensible, focused operation with a competent and credible managing director. That is all to their credit.
Cant disagree with any of that.
The point though is that LSL has bought into the CDL requirement for Mk1 and Mk2 coaching stock and are therefore operating normally. WCR management do not believe they should spend / invest any money on fitment of CDL and have resisted fitting it, preferring instead to run a ragtag formation of air conditioned but battery powered Mk2DEF interspersed with Mk1s and MK2ABC.
The WCR "problem" is that they don't have any suitable air-braked steam locos of their own to haul the Jacobite, so are hiring Ian Riley's dual braked black fives. This is compounded by WCR needing to run airbraked, because the vehicles WCR have are air braked. AIUI there is not yet any vacuum braked coaching stock licensed to operate on NR, although Vintage Trains are close to it.
AIUI WCR can afford to fit CDL to their fleet, as it is a profitable operation. It is the fact that the bosses of WCR choose not to and would rather wrangle with ORR to try and get special treatment. So why would LSL do it ? There is also the minor problem of supplying ETH for the air conditioining of the MK2 air cons, which need an ETS supply. AIUI the WCR "chairman's train has a Mk1 BSK with a generator in the van end. I imagine that vehicle could be rigged up to supply ETS for the Jacobite air cons, which would also reliably supply ETS to the CDL equipment instead of relying on batteries
For completeness, I travelled on the "staycation express" before I knew about the owners political donations and on one of thier trains that was covered by a normal ticket - they were all very high quality experiences with very nice and dedicated staff on board.
This also applies to a comment upthread about enthusiasts not wanting to travel in air conditioned stock. The issue is that enthusiasts only make up a proportion of travellers on steam hauled trains, but they can still vote with their feet by declining to book on these trains - it is all down to their personal opinions, preferences and standards. I personally don't give a toss about LSL's political allegiances, but wouldn't travelling with them anyway as I am not a "high end" traveller, but still respect the boss for the investment he is making into the industry.
