Clapham almost certainly would be top if you are including only calls, not passes. It may even still be top then. Would imagine Waterloo, Birmingham New Street, and Leeds would also be high up there, with other usual suspects not far behind.
Yes, I did a little experiment and found that London Bridge has well over 100 train movements in an hour slot between 7 and 8 am.London Bridge has to be up there, it has almost as many trains as Clapham

Since the Central, Jubilee, Elizabeth and 2 different DLR branches are all on the surface, I suspect Stratford is the busiest in the country.
