It reads as if they think Go-Ahead are London-based, I don't think they're referencing another group.

So Go-Ahead for at least one large contract, Rotala possibly get something.
The Go Ahead Group head office is in London, according to their website.

Odd for that to be different from their Registered Office, in Newcastle, which they've provided to Companies House. The same address in Newcastle is on the bottom line of every one of the pages of their website.

A company's registered office and their corporate head office do not need to be and often are not the same place. The registered office is where all legal documents are directed and stored. The head office is where the principle decisions and running of the company take place.

For example many, usually smaller, companies have their solicitor or accountant as their registered address.

I don't know where the current CEO is based, but David Brown the previous GoAhead Group CEO was firmly London based.

Clearly as the announcement hasn't been made as planned it's been delayed!

If it's true about Stagecoach they can only object to the award decision. All appeals against the scheme have been long dismissed.

Based off that article, it seems Stagecoach haven't done very well!
Not doing well is of course not a relevant objection. However, contention that the procurement process has not been adhered to correctly or that the award is incorrect both are.

Stagecoach Manchester doesn't seem to be awful, but it's hardly the epitome of a high-quality bus operation.

That seems very close to Christmas for what is a local government body ...
How long's a piece of string? Could be many months if it goes to court. In that case Tranche 2 could be awarded before Tranche 1.
Touché, although I'd be surprised if Tranche 2 wasn't more to said operators liking ...

I presume they don't take into account historical performance as that would be unfair on new entrants. Performance should be better under franchising if they have TfL-style incentives so deregulated performance is probably not very relevant. Arriva has a very poor reputation outside London but they are not considered particularly worse (or better) than other operators in London.

Of course (b) is used as the justification when the real issue is (a).

Appeals/challenges are inevitable when any big company loses a procurement round.

If the objection is plainly vexatious nonsense and/or incorrect and doesn't need a court to prove that it can be dismissed and the contract award made.

I did not state who it would be who would hear the appeal. All that I asked was the date it would be heard. You can make an appeal to any relevant body.

Because there's nothing to deny. The award announcement was expected on Friday. It wasn't made. That's all we know. It may just be a minor procedural delay. It might be more than that. We don't know.

I would add that it's very common for pre-published contract award announcement dates to slip for multiple possible reasons.

Considering that this was to be the first bus tranche announcement of the Greater Manchester new system, with all their transport professionalism involvement, you would have thought that they would have moved heaven and earth to have the award information on the promised date.
Well yes, there is that. Any delay to such an anticipated announcement of course encourages speculation.
