While I completely agree with your closing statement there have been a couple of recent instances where companies have exercised discretion. There was a forum member who applied for GBRf, who were looking for full psychometrics as part of the application criteria, and they put him through his MMI. There's folk who earn trainee driver jobs despite living a fraction outside of the 60 minute commute rule.
We often don't know hard the boundary is but when you get a hint of opportunity, as in the examples above, then why not put yourself in contention.
