Should I submit a statutory declaration form for the Single Justice Procedure Notice?

Hi all, Here is an update!
I have successfully made a statutory declaration referral via Single Justice. They have said that the court now has 3 months to contact me back with an appointment and the fine is on hold. I should wait for an SJPN via email (the importance of checking the junk folder!) or mail.
I also tried contacting Citizen's advice but the one in Preston has been shut down so can't go for a face-to-face. Their call and online chat options are busy/non-existent. I guess I can write an email about this now? Not sure. I will also be compiling all the points raised in this thread and posting them here for feedback (as mentioned previously) because I can't be sure I understand completely what is going on.

Another thing, whilst doing the SD referral on the phone call to Single Justice, the lady asked me if there is any issue I suffer from that the court needs to know about, and I said no. However, I do receive some support from uni like getting extra time for exams, getting extensions for deadlines, the tutors are advised to give printouts where possible and upload material online, giving breaks hourly, etc. Sometimes I find it difficult to process instructions so I need longer to ask tutors and make sure I understand assignments. There's no condition that I have been diagnosed with, but some things that are in place for me at uni for support.
So shall I call back and declare this? I wasn't sure if I should, since there's no official diagnosis.

1) ref CAB - it is often posted on here by people (and I do not know how accurate this is) that CABs do not provide help on criminal legal matters and rail fare evasion is a criminal matter in England so it may not be of help.

2) But I have asked before if you have been to your student union - they have advice services (and back up through the National Union of students) that is usually far in advance of what local CABs can do for students - so have you approached them for help? Or another part of your university welfare service? I don't think you have clarified this.

3) Re your 2nd question, I do not know if it would help to tell them I can see no harm in telling them what you have outlined here. The court will be seeking to ensure they are complying with disability access requirements I would think, which can be wide ranging.

4) Others will advise but it may now be an idea to write politely to the train company now and inform them you have submitted the SD with the court, and would like to engage with them over the accusation that has been made, as you were unable to do that before since you did not know it had been submitted to court before.

She then gave me the number for Single Justice and asked me to explain my situation to them. She said that they will then decide if I can give an SD and accept that or not.

I will also call the Magistrates court to book an urgent appointment to sign my SD. But I wonder if I should call the Single Justice and see what happens there.

Please clarify what you've done, and what if anything you've submitted or received in writing. Are you saying you called the number on here?

The normal procedure for a statutory declaration is as the form says - you respond to the notice at the same time rather than getting a new one. And if, as seems to be the case, Northern are not a "Relevant Prosecutor" for this offence via the SJP, they can't lawfully issue a notice.

The reason I suggested getting written answers from the court staff rather than on the phone is that it's often important in legal matters to be precise.
