I disagree. Look closely you'll see the boat returns again and again. In short the powers that be tell us who to be mad at, at any given time. We really haven't moved on a lot from the WW1 when the main countries riled their populations into an utter war frenzy to hate the 'enemy'. Well in my view, there is no enemy, just ordinary people in different parts of the world manipulated by their government's through a propaganda prism.
Surely, at least in the UK and much of Western Europe, we have moved on from the attitudes you describe. There's no frenzy here to hate the enemy in the way you saw in WW1. On the contrary, as far as I can make out, pretty much everyone here views ordinary Russians as victims of Putin's appalling regime, and not as people to be hated. Russian citizens who are resident in the UK and not linked with Putin's regime are (rightly) generally free to carry on living their lives here, and have not been locked up as happened to Germans during the World Wars. I'm not sure how Russians are viewed in Ukraine, although I think it would be understandable if they view Russians differently when Russian troops are actually invading and torturing civilians.
The *Russian* Government is very clearly trying to propagandize people into hating the West, but that's another matter.
