So you are saying that "most people" in major urban areas in England are not honest? That seems remarkably sweeping and unjustified.
Please don't put words into my mouth, but there are certainly a very large number of casually dishonest people in our urban areas, yes. Certainly the majority wouldn't bat an eyelid at using the "free train" from MKC to Wolverton or Bletchley, for example, nor at paying a builder in cash to avoid VAT. And it's not a big step up from that to nick cash put out for the milkman or indeed the milk itself!
