Romford - Upminster could go to an operator serving Romford or Upminster, most likely c2c for having all other trains at Upminster.
That line is daft with Overground. It is probably far too much short term cost to implement this change. How long do you think the payback period would be for this work?What I would like to see is 4th rail it and get a 5 car S-Stock to shuttle up and down as a District Line shuttle. Same way as the Met Line had the Chesham Shuttle. I mean, The District Line literally has a depot at Upminster already and so stabling doesn't need to go elsewhere. Staff are based at Upminster. The link to Network Rail at Romford can be removed and so money can be saved there on points and signals with existing infrastructure transferred to London Underground. Saves this bit of an anomoly being in Network Rails possession and gives it to the people who operationally, are best placed to run the route.

I'd also transfer more of the Greater Anglia metro to London Overground - hertford east, looking at you.

Given that that end (Romford) is where access is easier to the rest of NR (for moves to and from stabling/depot), it should probably be with Greater Anglia if it was removed from London Overground.That line is daft with Overground. Extending the line to a new parkway station at J29 of the M25 and adding additional stations for the 6th form college and hornchurch would make sense. The existing parking at upminster could become short term and housing. The downside being rolling-stock, with GA not having anything particularly suitable once all the legacy stock is withdrawn.
