As far as I am aware mask wearing is still compulsory indoors (except when eating) and in "busy" outside areas. When I was there in August mask wearing indoors (trains, shops, public areas of hotels) was above 99.9%. Outside it was lower may be 80% in areas where it was stated wearing was "obligatory".
Masks are compulsory in most public indoor areas including public transport; face-shields and visors are not allowed and medical certification is required for anyone claiming an exemption. Most people wear single-use blue surgical type masks. Outdoor mask requirements were abolished in law earlier this month except for transport stations, but are still enforced to varying degrees in theme parks, flea markets, and similar. From 28 February, any location where vaccine passes are required for entry (including restaurants, bars, and large venues) may set its own mask policy (including "none").

Do the restrictions in the Netherlands apply to anyone that is just changing flights? I think from my reading that if you are travelling to the Netherlands soley in transit (so you don't leave the "airside" part of the airport) you don't need to do a test, but the text was quite confusing so I may have misunderstood. I'd be using the same airline (KLM) for both flights.
Same – and I had had one continuously since June 2015. Not that they care; they are far more focused on guests who stay in the onsite hotels which make them far more money, at an average room rate of around €400 a night.

This makes Disneyland Paris the outlier, still requiring them both indoors and outdoors. With better alternatives, hopefully this is beginning to cost them; I haven’t renewed my pass, at least.
Back to normal by a years time? I'm hoping the situation over on mainland Europe and overseas travel is back to normal a lot sooner than a year's time. Hopefully within 3 or 4 months from now surely? Though not so confident it will be back to normal by then, as too many countries still faffing about with Covid restrictions for godknows how much longer!
Well I've just booked to weeks in Concarneau in Brittany.
The Poles generally ignore restrictions, that was my experience last year. Masks were supposed to be worn but almost nobody did.
Honfleur is a good place to stop for a meal/break if passing at a suitable time.
