Well, it can help you in planning. Before the nonsensical* PSVAR requirements NatEx used it very well to arrange duplicate coaches when things started to get full. So a TOC with 5-car units, say (as EMR will be), could feasibly base everything off 5-car, then start diagramming the "spare" sets to double up to best fulfil demand when things start to fill up.
