No. Queen’s Park played in two finals in the 1880s losing both to Blackburn Rovers, but the only time the final has been staged outside England was the six years it was held in Cardiff whilst Wembley was being built

Believe the Lillie Bridge ground(s) (which was located quite near to where Stamford Bridge now is) was the other FA Cup final venue that's not yet been mentioned.
