Are you counting a,b,c, etc., individually or as parts of a whole? If the former, Chester almost certainly counts.
And are you talking individual hour or averaged out over a (working) day? There are occasional hours where Ince & Elton and Stanlow & Thornton have 2tph but if you take it over the whole day they have much fewer than that, and I'll bet there's quite a few small stations in that category.

Hmm, I'm not sure how many platforms it's got left, but maybe Tattenham Corner?
It's a lot easier when the station's a terminus (like Blackpool North), because they only have departures in one direction!
Scarborough: 5 platforms, 1 per hour to Liverpool, one every 90 minutes to Hull.
Portrush: 3 platforms, hourly service (all platforms serviceable, although two roads normally locked out of use).

How many platforms does Holyhead have in use these days? For most of the day there's only an hourly service.
Leyland has 4 platforms (why?) but only has 3tph in each direction.
