Wabtec tendering for 27 Class 317 prm only
Interesting - who've they got in mind to refurbish the units for? Given that they're quite long in the tooth now, and that both AGA & London Overground are replacing them wholesale with Aventras, they must be bound for somewhere if PRM works are to be undertaken now.

Crunching numbers, it seems that the 15 317/5s and 12 317/1s (the ex-GN ones) are the possible contenders.

Which according to Wiki are ~5 years older than the 24x 317/6 (also AGA-operated)

Maybe GA are expecting that they can't all be phased out before the end of 2019?

I think it was a franchise requirement for Greater Anglia to PRM a whole bunch of their 317s, but I'm not sure. I suppose it also reveals that the 317s will be one of the last fleets released from WAML if they're being PRM-ed

I think it will just be the most basic possible mods (just door alarms and toilet) so they can run in service beyond 2020 if not all of the Aventras/Flirts are yet ready.

the Franchise Agreement also said they would be fitted for SDO (presumably for 12 car operation)

The 317s are being done because the whole new fleet won't be in by the PRM deadline. A few 317s therefore need PRMing. It's an (on face value) apparently random group of 317s however they've been selected because they've got the most miles left on their overhaul intervals.

Last I heard was that Kiepe were in line to do the mods however I don't have confirmation of that.

Then less than a year later scrapped, what a waste of money! Sorry, if new stock is on its way, in the interests of not wasting money there should be a concession. With so much compliant stock (e.g. 707's) threatened with the scrap heap the whole industry has gone mad and someone should be held to account, the public purse isn't a bottomless pit.

You'd struggle to get any sympathy from the Gvt on this and the company are well aware of it. The PRM deadline has been known about for quite some time and nothing has been done to bring these units in line with the requirements.

And 27 4 car sets is more than a few

Compared to the number of trains being replaced and in the fleet as a whole, 27 in relation is not that many.

Which is all down to DfT not funding the work through franchise agreements. They were warned years ago by the TOCs and ROSCOs of the risks associated with dithering and delaying.

Only one organisation to blame - the DfT.

Unfortunately we all know who the DfT are going to point the finger at and it's not going to be themselves...

GA/NR not done platform extension work to accommodate 10 car 720s (see extract of franchise agreement below), and not included in latest NR Enhancements Delivery Plan. So looks like GA will need some PRM 317s so they can run 8 car services to Hertford East, otherwise will be 5 car 720s only post 31-12-19 if platform work not done by then


105.2 Pursuant to paragraph 105.1 such changes to the infrastructure shall include such infrastructure works at each of Hertford East, Wickford, Manningtree, Kings Lynn, Elsenham, Ware, St Margarets and Enfield Lock Stations as are necessary to enable any Passenger Services comprised of 10 rolling stock vehicles to call at such Stations by no later than 1 September 2018

In most cases wouldn't SDO sort the issues? (as it does in lots of places)

Probably September 2019 would be a more sensible required by date given planned delivery of stock?

Any work is likely to get done as part of the CP6 funding cycle that hasn't been signed off yet. DfT franchising have a habit of agreeing to NR doing unfunded work in franchise agreements see VTEC, SWR hence you are probably reading way to much into the agreement. As the work is unfunded it is unlikely to appear in an EDP this late in a CP.

Yes SDO will sort in many places, there are various other GA stations which wont accommodate 10 car 720s which are not listed for platform work, where presumably SDO will be employed. The stations listed are all where SDO is not an option cus of position of signals, points or cus would involve blocking level crossings. Time will tell whether the work is done, and what will happen if it is not, but Hertford East in particular looks probematic, it is max 8 car cus of the position of the signal and points just off end of platform. So work involves moving signal and pointwork and associated OHL work. If not done its 5 car 720s or 8 car 317s provided PRM work is done.

PRM modification of the 317s has been planned since the franchise was won so it's not a result of delays. That may come later...
