If it is fraud prevention to deny railcard discounts without seeing it, then the ticket machines are assisting it by that logic?!
This is only an issue because machines do not issue Rovers/Rangers (except in rare cases) and don't accept RTVs. Once machines do all these things, obstructive staff (which are the minority I find) can be by-passed 100% of the time.
I'm fortunate that my local station both has machines and helpful staff who will supply whatever you ask for and don't try to act as ticket inspectors. They comply with impartial retailing and sell Rovers, Rangers etc without being obstructive and always being polite. All ticket offices should be like that.
