There’s also a PM service in the opposite direction too, the 23.45 from Stratford.

There's also one in the opposite direction which also avoids Gospel Oak:

0759 Woodgrange Park - Willesden Junction 0851

http://www.realtimetrains.co.uk/train/L90923/2018/01/22/advanced
That appears to be a requirement to run from Upper Holloway to Hampstead Heath, oddly enough, as there are no platforms on the lines that connect up, only a bay (P3) for trains from Uper Holloway and P1+2 for trains to Kentish Town West.

Why does it start at Woodgrange Park, though, tracing it back it appears to run in service (formed off a runs when required move, not sure how that works if it doesn't run) from Barking to South Tottenham, run ECS to Barking Upney Junction (on the c2c lines) and then again to Woodgrange Park before starting there.

It’s just an extra to manage peak loadings with what by rights is the spare 172. Starting it at Woodgrange helps spread the loadings a bit more.

The GOBLIN service is going in the May timetable change, it's apparently been conveyed to the line's user group, so "passenger services over unusual lines" aficionados should do it sooner rather than later!

Now the T&H is electrified can’t they just use a spare 378 to operate the pixie buster using SDO where required and avoiding the short bay at Gospel Oak and running directly through to Willesden Junction or turning at Upper Holloway ?

The PIXC-buster becomes somewhat pointless when the regular trains are lengthened so there is no longer any PIXC to be busted. For now at least.

Costs on Track Access and I expect they don't want to run it once the new trains arrive becase they will have sufficient capacity. Also every time its cancelled TfL have to pay a fine.

There is no "parly" type requirement as Barking to Gospel Oak is a relatively modern service, so any such requirement would have had to have been specified since privatisation, which as you say is unlikely. 87015's operational explanation is much more likely.

Congratulations! You have posted one of the most incomprehensible jargon-ridden messages in recent history. For the benefit of monoglot English-speakers could you translate?

I gotchu @jeromeroberts:

Now the T&H (Tottenham & Hampstead line - Gospel Oak to South Tottenham/Barking) is electrified can’t they just use a spare 378 (378 Capitalstar - the trains used on the Euston-Watford and orbital lines) to operate the pixie buster (PIXC buster - a peak only train plying less than the full route to hoover up the 'Passengers In eXcess of Capacity') using SDO (Selective Door Opening, where the platforms on the line are too short for the aforementioned 378) where required and avoiding the short bay (a terminating platform at a through station, in this case platform 3 which is the only platform facing the T&H) at Gospel Oak and running directly through to Willesden Junction or turning at Upper Holloway ?

As a general rule, the first eastbound train from Willesden Junction always leaves from the low level bay platform 2, the exact timing will depend on what day of the week it is and whether there is any engineering work on or not.
