Basically it's not something the bank has done, some micro engraver did it as a project.

Well... they're out there all right... but the Bank has clearly not sanctioned this and as a result it was mentioned on the BBC as "defacement of the currency" - something that the Bank confirmed. Although a criminal offence, the feeling is that action against the artist is unlikely.
