Despite such mind-boggling idiocy from a few, most enthusiasts can be a great help at many stations.

You can't Blanket ban ladders or any tool(other than the Photographer) just because a few have been stupid with them. Otherwise you would have to prevent Station preservation groups from maintaining premises.
Banning photographers and heritage railtours is a massive over reaction.
What we do need is the rest of the enthusiast communioty too be proactive - especially at unmanned stations - and have words with these people and also take a giood picture of them and report them to BTP.
In fact I know some of you like to view places like flikr too so if you see photos like the one this person took - comment on it and report the user to the authorities.
No one wants an accident but these thigns happen far too often without people reporting those responsible and it needs to be stopped including the rail press being very proactive about this in every issue the print too.
It is. Otherwise I wouldn't have said it. Fibreglass or wooden ladders are absolutely fine, but not metal ones. I've stopped contractors from working when they've turned up with them.Someone did post that there is a ban on metal ladders on stations where there is overhead lines, I don't know if that is correct but if not there should be unless the line is under possession.

This person will probably one of those who shouts at other visitors at depot open days that they are in their picture, or throws abuse if someone dares get in their way of having the 'perfect' shot

Yes but those open days are not organised just for you are they? Does it really matter if your picture of a loco also includes a random individual? Just a thought!
