You couldn't use the VT through service with these fares though, as you would need to stop at the splitting points (High Wycombe, Banbury).
It would work on Chiltern though.

There is no need for the train to call at any splitting points, as per the NRCoC:, which allows you to use "two or more tickets for one journey" in various circumstances, including where:You couldn't use the VT through service with these fares though, as you would need to stop at the splitting points (High Wycombe, Banbury).

Why is the £16 Euston to Brum super duper mega saving single not available on the 24th August. I've looked at the SN restriction and the 1312 seems to satisfy these

The passenger may use two or more (in this case, more) tickets for one journey under NRCoC 19(c), providing one of the tickets is a Season or leisure pass (in this case a Heart of England Rover is a leisure pass valid for 3 days or more) and the other tickets are not (in this case the other tickets are not Seasons/leisure passes).I can see that avoids the need for a call at Banbury, but how does it get round High Wycombe if you hold London-High Wycombe and High Wycombe-Banbury point-to-point tickets?

May I ask why?
I guess if you weren't too fussed about getting the diverts you could use one of chilterns 'silver sets' to go to Leamington Spa with a split at High Wycombe Banbury and then Heart of England rover to get you to Macclesfield for a single from Macclesfield. Otherwise you are probably looking at £31 from EUS-COV and then a heart of England rover to Macclesfield for a single to Manc, much more expensive.
But surely there's no way for VT and DfT to get around that other than to change the NRCoC, more specifically Condition 19?Make use of it while you can. Virgin Trains are trying to get it changed, and ATOC obliged by putting in a request to the DfT.
Virgin Trains are complaining that it will reduce their revenue (as they like to charge a lot more than the component parts for a journey) and the DfT are really scared of that, so will no doubt cave in to their demands!
But surely there's no way for VT and DfT to get around that other than to change the NRCoC, more specifically Condition 19?
My understanding is that the Heart of England Rover tickets are valid only as far as Kidsgrove and not as far as Macclesfield - have I got that right?
