The only thing that may be an issue there is broadband availability. Most mobile networks aren't available either.
That said, despite being "Pacerised", the Hope Valley Line, and Edale in particular is stunning.

It may not quite be as beautiful as some places, but I reckon Lancaster would be an excellent base. Not only do you have a vibrant, historical city with good shopping facilities, you also have direct trains to other scenic places such as the Furness Coast, the Lake District and the Yorkshire Dales.
Lancaster is indeed a cracking little City to live in. Good access to the Lakes and Cumbrian Coast, and even further afield to Yorkshire (via the Little North Western and the Aire Valley as well as TPE)

Some of the outlying villages are lovely, especially up towards Kirkby Lonsdale.

The OP mentions an aversion to chuggers, and hopes to do some work on the train.
While most Northern services offer a random assortment of rolling stock, the OP's requirement would be met only by those with a high proportion of 153/156/158 diagrams, with some chance of bay seating with tables.
That means Calder Valley should be high on the list, and there are some 156 workings on the Huddersfield stoppers. First Transpennine and East Midlands services also offer bays with tables, but make very few stops in the scenic areas they pass through.
Another consideration is frequency and first/last services, which can be disappointing compared with London commuter services.
I live in the Colne Valley between Slaithwaite and Huddersfield, in stunning countryside, and commute to both Leeds and Manchester.
As to flooding, this is severe only very close to watercourses, and there is much of Hebden Bridge and other valley communities which is safe from flood risk.
People also raise concerns about snow. Some think you need a 4x4 but that's a myth. 3 years ago I purchased a spare set of rims (£40.00 from a breaker's yard) and a set of winter tyres for my Vauxhall Signum. It copes remarkably well with pretty much any snow conditions other than drifting. Make sure you move somewhere with storage for a set of wheels!
Come up for a long weekend or two and buy a ranger ticket or two to experiment with the services available.
