What should happen when an accessible station becomes inaccessible?

The exemptions in condition 45 do look bizarrely broad in the context of the duty to assist stranded passengers in condition 43 i.e.

(a) acts or threats of vandalism or terrorism;
(b) suicides or accidents involving trespassers;
(c) gas leaks or fires in lineside buildings not caused by a Train Company or a Rail Service Company or any of their staff or agents;
(d) line closures at the request of the police or emergency services;
(e) exceptionally severe weather conditions;
(f) riots or civil commotion; and
(g) fire, mechanical or electrical failure or a defect (except where this is caused by a Train Company or Rail Service Company or their staff or agents, or as a result of the condition of a Train Company’s trains).

These pretty much cover most of the reasons why trains are cancelled or delayed, aside from the exception in 45(g) around the condition of a TOC's trains. I'm left wondering technically what circumstances are actually left covered by condition 43 after this.

Are the only ones that spring to mind as theft of signalling wire seems excluded by a)

Though I suspect that many OHL or rail faults would be deemed to be due to improper maintenance and thus to to the actions of rail company staff.
