There becomes a point at you say where do you draw the line. Nobody knows wether a dog is going to attack somebody or not - wether it be the sweetest choolate labroador, cutest poodle of ugliest Staffie.
Give them a uniform and make them carry out revenue duties...

Anyway, the best solution would be a special area of the train especially for dogs and their owners, but unfortunately that could never happen due to the small amount of dogs on trains.
If I had a dog, and saw another owner taking his dog on the train, I would try to avoid that coach in (probably unlikely but playing safe) case of conflict!)
